1. What are Panchayati Raj institutions? 

Ans: Panchayati Raj institutions are a system of rural local self-government in India, established as the third tier of governance to promote democracy at the grassroots level created to implement local self-governance and development of rural areas. They work at three levels – Gram Panchayat (village), Panchayat Samiti (block) and Zila Parishad (district) – to solve local problems and run development programme The Panchayati Raj system is a powerful medium for effective participation of common rural people in democracy. It gives the right of self-governance in rural areas so that they can solve their own matters and cooperate in developmental work.

2. What are their functions? 

Ans: (i) Plan and carry out village development: roads, drinking water, irrigation, schools, health centres.

(ii) Implement government schemes like housing, roads and welfare.

(iii) Manage local resources such as land records, water bodies, and sanitation.

(iv) Settle minor disputes and encourage social welfare and cultural activities.

3. Why are they important in governance and democracy?

Ans: These are important in governance and democracy because they ensure justice and equality in society. Governance maintains order by implementing policies and manages resources. Democracy gives people the opportunity to choose a government, protect their rights and participate in development. Together, these two make society empowered, inclusive and progressive.

I am a resident of Silapathar village and wish to draw your kind attention to the problem of plastic bags lying on the roadside. These plastic bags make our village look dirty, block drains, and harm animals who sometimes eat them. They also pollute the soil and water.

I kindly request you to take immediate action. Please arrange for regular cleaning of the roadsides and place dustbins at important places. It will also help if the Gram Panchayat encourages villagers to use cloth or jute bags instead of plastic.

I hope you will look into this matter at the earliest and help keep our village clean and healthy.

3. In your view, what type of person should be a Gram Panchayat member?

Ans:A Gram Panchayat member should be a person who is honest, responsible and helpful to everyone in the village. He or she must listen to the needs of all—women, children, the poor and disadvantaged and work for clean water, good roads, health care, education and sanitation. We should be honest, social and sociable so that he can establish a dialogue among the villagers and protect their interests. A good Panchayat member is one who is able to take fair decisions, work in a just manner and make plans for the social, economic and environmental development of the village. Apart from this, he should be committed to improving education, health, sanitation, and basic amenities.

4. Let us suppose that you study in a village school. The school is located next to a highway and students find it difficult to cross the road when they come to school or leave at the end of the day. What are the options to solve this issue? Which institutions in the Panchayati Raj can help you? What can the students do?

Ans: As there is a highway near our village school, students are facing difficulty in crossing the road. This problem can be solved by installing traffic control, pedestrian crossing signs and traffic lights on the road.

Students can collect signatures, write a letter to the Sarpanch, and present their concern in the Gram Sabha. They may also create awareness among villagers and drivers about slowing down near the school. By working with the three tiers of Panchayati Raj Gram Panchayat, Panchayat Samiti, and Zila Parishad—and involving parents and teachers, the community can ensure that a safe crossing or traffic-control system is quickly provided
