1. Explain the role of agencies at the national level that work for Health and Physical Education in schools.
Ans: At the national level, agencies like NCERT and CBSE play critical roles. The National Curriculum Framework (NCF-2005) prepared by NCERT considers health and physical education a compulsory subject from Class I to X and an optional subject for Classes XI and XII. NCERT has prepared the syllabus for this subject, includes health and physical education components in its pre-service training courses at Regional Institutes of Education, and contributes to the policy formulation process of the Central and State governments. CBSE also prepares syllabi on Health and Physical Education, conducts competitive sport activities for its affiliated schools, and promotes the transaction of this subject at secondary and higher secondary levels. It ensures that the Comprehensive and Continuous Evaluation (CCE) is focused on health and physical education activities.
2. Which are the State level government agencies responsible for Health and Physical Education in schools? What roles do they play for the promotion of this subject area?
Ans: The State level government agencies include the State Council of Educational Research and Training (SCERT), State Institutes of Education (SIE), Directorates of Education, State Boards of Education, and District Institutes of Education and Training (DIETs). These institutions are responsible for preparing syllabi and textbooks for primary to higher secondary stages, conducting pre-service and in-service teacher training for all subjects (including Health and Physical Education), and evaluating the performance of students.
3. Write brief Notes on the following:
(a) Sports Authority of India (SAI).
Ans: The Sports Authority of India (SAI) was established by the Government of India in 1984. Its primary goal is to promote sport in India and develop excellence by upgrading the skills of Indian sportspersons. SAI manages and runs prestigious institutes across the country, including the Netaji Subhash National Institute of Sport (located in various cities like Patiala, Bengaluru, and Kolkata) and the Laxmibai National College of Physical Education in Thiruvananthapuram.
(b) Netaji Subhas National Institute of Sports (NSNIS).
Ans: Set up by the Government of India on May 7, 1961, in Patiala, it was originally called the National Institute of Sport (NIS) before being renamed on January 23, 1973. It was established to develop sport on scientific lines and train coaches in various disciplines. Today, it is widely regarded as one of Asia’s best sport institutes and is popularly known as the “Mecca” of Indian Sport. NSNIS produces high-caliber coaches through its Diploma and Master’s courses and significantly assists in preparing national teams for international competitions.
(c) Sports Schools.
Ans: Sports schools are specialized educational institutions that cater to the development of sports within the school education sector. They are designed to provide excellent educational facilities combined with an extra emphasis on sports for deserving students. A key example is the Motilal Nehru School of Sport, RAI, founded in July 1973, which is a fully residential and coeducational school. Other notable schools include G.V. Raja Sport School and Maharana Pratap Sport College. These institutions also provide beneficial provisions like sport scholarships and sport hostels for prospective students.
(d) Yoga Institutions.
Ans: Yoga institutions are dedicated entirely to the promotion and teaching of yoga. They cater to a variety of needs by providing everything from in-depth, comprehensive courses to flexible drop-in classes. Because the style of yoga and the teaching approach vary significantly from one center to another, students must carefully consider their needs before choosing one. Some of the prominent institutions in India include the Ramamani Iyengar Memorial Yoga Institue (Pune), the Bihar School of Yoga (Munger), the Morarji Desai National Institute of Yoga (New Delhi), and the Patanjali Yoga Pith (Haridwar).
4. Which are the national awards that are given to sportspersons in India? What are the criteria for conferring those awards?
Ans: The main national awards given to sportspersons are the Rajiv Gandhi Khel Ratna Award and the Arjuna Award.
(i) Rajiv Gandhi Khel Ratna Award: This is India’s highest honour given for outstanding sporting performance by an individual or a team across all sporting disciplines in a given year.
(ii) Arjuna Award: To be eligible for this award, a sportsperson must have had consistently good performance for the previous three years at the international level, shown excellence for the year they are recommended, and exhibited qualities of leadership, sportsmanship, and discipline.
5. What awards are given to coaches and senior and retired sport persons? What are the bases of giving those awards?
Ans: (i) For Coaches: The Dronacharya Award is instituted to honour eminent coaches. The basis for this award is doing “outstanding and meritorious” work consistently to raise the standards of sportspersons to the highest performance in National and International events.
(ii) For Senior and Retired Sportspersons: The Dhyan Chand Award is a Life Time Achievement award given to veteran sportspersons. It is awarded to those who have contributed significantly to their sport through their performance and who continue to contribute to the promotion of sport even after retiring from their active sporting careers.
