Q. 1. What problem did the villagers in Hardas village face? What did they do to solve this problem?

Ans. The villagers in the Hardas village face the problem of water. It has been discussed in the Gram Sabha meeting and a conclusion was arrived that with the help of watershed development programme would soon came into operation and soon the problem would be sorted out.

Ans. The importance of Gram Sabha is very much. It refers to all those who are living in villages. In Gram Sabha, all important issues regarding the development of the village. Gram Panchayat works on the agenda passed by the Gram Sabha. 

Yes, all the members should attend Gram Sabha meetings because this practice will automatically educate the participants and they would learn the process of calling meeting.

Q. 3. What is the link between a Gram Sabha and Gram Panchayat?

Ans. The link between a Gram Sabha and Gram Panchayat is that both of them work at village level. Gram Sabha place all the works of Gram Panchayat before the people. Gram Panchayat also monitor the functions of Gram Panchayat. Gram Sabha and Gram Panchayat are interlinked because through the meeting of Gram Sabha, Gram Panchayat comes to know about the problems and also try to solve them. 

Q. 4. Take an example of any one task done by a Panchayat in your area/nearby rural area and find out the following: 

(a) Why was it taken up?

(b) Where did the money come from?

(c) Whether or not the work has been completed?

Ans. Leaving out a water source approach into the village. 

Reasons: The people were facing the problem of water sources. Its money would come from rural development fund, trust and subscription is collected from the village. The drainage system would complete after a 10 to 15 days as per the words.

Q. 5. What is the difference between Gram Sabha and Gram Panchayat?

Ans. The difference between Gram Sabha and Gram Panchayat is as follows:

Gram Sabha

(a) Every adult man and woman or the members of the village who has attended the age of 18 years are eligible to vote and can become the members of the Gram Sabha.

(b) The members can be between 100 to 1000. 

(c) There is no meaning of reservation.

(d) It is a bigger body.

Gram Panchayat

(a) Gram Sabha members elect the representatives from themselves to form Gram Panchayat.

(b) The members can be from 7 to 31.

(c) Out of 31 members 1/3rd seats are reserved for the minority classes like SCs, OBCs, STs, etc

(d) It is smaller than Gram Sabha.

Q. 6. Read the following news item:

Nimone is a village on the Chaufula Shirur Road. Like many others, this village has also been facing a severe water shortage for the last few months and villagers depend on tankers for all their needs. Bhagvan Mahadeo Lad (35) of this village was beaten with sticks, iron rods and axes by a group of seven men. The incident came to light when some villagers brought a badly injured Lad to hospital for treatment. In the FIR recorded by the police Lad said that he was attacked when he insisted that the water in the tanker must be emptied into the storage tanks constructed as part of water supply scheme by Nimone Gram Panchayat so that there would be equal distribution of water. However, he alleged that the upper caste men were against this and told him that the tanker water was not meant for the lower castes.
